Since at least 2008, Palantir has provided ICE with pattern-finding systems — Falcon and Investigative Case Management — underpinning the agency's most aggressive tactics including workplace raids and large-scale enforcement. Since Trump's second term began in early 2025, Palantir has signed over $81 million in new technology contracts with ICE.


The ELITE platform — Enhanced Leads Identification & Targeting for Enforcement — pulls data from the Department of Health and Human Services to map individuals' locations and assemble detailed deportation target profiles. Internal ICE material obtained by 404 Media shows a direct link between this technological infrastructure and operations on the ground.


ImmigrationOS: $30M contract, prototype delivered September 2025, running through September 2027. Built as an "Immigration Lifecycle Operating System" providing near real-time visibility into the entire immigration lifecycle.

The Architecture of Capture — Built Over 20 Years

The "Icehouse" — Reducing Competition & Expanding Control

At the heart of the system is the ICE Enterprise Lakehouse — internally called "Icehouse" — built on Apache Iceberg and Trino. Designed to consolidate all law enforcement data into a single scalable platform capable of managing structured and unstructured data: case records, videos, scanned documents, with real-time access and analytics. ICE justified sole-source award to Palantir citing no competitor could deploy within the September 2026 deadline.

The Progression — AI Database Consolidation

Case management (2008) → Pattern finding → Predictive targeting → Now pulls HHS health data to locate people. Each step normalized the next. Palantir also began a USCIS contract late 2025: "vetting of wedding-based schemes" — VOWS — extending reach from enforcement into civilian applications processing. This is not immigration policy. This is AI infrastructure being tested on the most politically vulnerable population first.

The IRS "Mega-Database" Question

10 Democratic lawmakers demanded answers from Palantir CEO on alleged involvement building a searchable database of tax returns shareable across federal agencies. Palantir denies it. The controversy is live and unresolved. IRS reportedly building an API layer above all IRS databases.

DOGE and the Data Consolidation Push

Executive Order 14243 (Mar 20, 2025): "Stopping Waste, Fraud, and Abuse by Eliminating Information Silos." DOGE accessed Treasury, OPM, IRS, SSA databases. ACLU, EPIC filing lawsuits under Privacy Act of 1974. Central database would contain SSNs, health records, political donations — sometimes using untested AI systems.

Workforce Surveillance of Federal Employees

Mar-a-Lago: The Literal Version

Membership: $1 million initiation fee as of October 2024, up from $200,000 when it opened. Every weekend visit costs taxpayers a reported $3.4 million. Mar-a-Lago received $1.82 million in taxpayer-funded "security enhancements" finalized March 10, 2025 — the same period DOGE zeroed out budgets for pediatric cancer research, emergency food assistance, and public libraries. The property was originally owned by the National Park Service — public land, sold to Trump in 1985 for $8M, less than half the asking price. Now permanently secured by Secret Service at public expense. Citizens pay for the security of a club they can never enter. That is the micro version of everything this article documents.

August 2022: FBI executes search warrant at Mar-a-Lago. Classified documents — including nuclear secrets — found stored in a bathroom and ballroom of a $1M-membership private club. DOJ publishes the photos. Wall-to-wall coverage. Criminal referrals. Special counsel appointed. Then: nothing. Case dissolved. The agents who executed the warrant are subsequently forced out or fired. Trump returns to office January 2025. Kash Patel installed at FBI. Mar-a-Lago is the visible symbol.

The structural version is: federal databases consolidating your records without consent, courts that can't enforce injunctions, a Supreme Court that hands DOGE 300M Social Security records 6-3, and a Congress where the speaker controls what ever reaches the floor. Access to your own government — to its data about you, to its deliberations, to its representatives — has been systematically narrowed while the apparatus that monitors you has expanded.

Local Government — Where Access Still Exists

City council, school board, zoning, participatory budgeting — this is where citizens have the most actual power and almost no awareness of it. The news desert crisis feeds this directly: communities without local journalism are most vulnerable to both disinformation and civic disengagement. Only 21% of residents outright support AI in government. 42% say it depends on the application. The gap between where power is accessible and where citizens are looking is the most exploitable vulnerability in the system.

Media literacy + provenance verification (reverse image search, AI watermark detection). Cross-partisan information sources (AllSides, Ground News). Direct constituent contact with local reps. USASpending.gov and data.gov for following federal money. FOIA requests as civic acts.

Community Level

Participatory budgeting initiatives. Citizen-facing civic tech (not government-managed). Rebuilding local journalism. Town halls and direct democracy mechanisms.


Reclaiming the Tools

The same AI infrastructure can serve transparency: FOIA automation, contract tracking, public records parsing, budget visualization. Civic tech organizations already building this. The asymmetry isn't permanent — it's a choice about who the tools serve.
